Don't know about Madagascar, I think if Google can't help you, see the web-site of Madagascarian road police. Formally, Euro 1/3/4/5 is just a limit of exhausting gases toxicity. You can read more in Spanish

In fact, as I know from different Russian auto-forums, turbo-diesel needs at least Euro-3, diesel with Common Rail needs at least Euro-4, but maybe it's Russian specificity. Gasoline engine needs only correct octane number.
Generally, Euro-N is irrelevant to fuel quality (except for lead), so if you see "Euro-N fuel", it's just an advertising trick.
